I agree about NOID (not surprisingly, as I maintain the code :-), and we have a new service called EZID (easy-eye-dee) that uses NOID for minting, describing, and resolving identifiers. Currently it supports ARKs and DOIs, but we'll be adding support for other schemes. You don't need an account to practice all of EZID's functionality on temporary identifiers.
