This isn't enough question, but whatever the question is, ATM the answer is jQuery and jQuery_UI. These allow you to make stuff appear where you want it, when you want it, along with the css to make it appear how you want. As with just about all programming, the hard part is clearly articulating, if only to ones self, what one wants.
