Karen, I used CI for a project last summer, and thought it was easy to learn if you had done some PHP programming before and were familiar with MVC architecture, well documented, and had a fairly rich feature set. However, my impression is that it had a very small plugin/module ecosystem compared to Drupal or Wordpress. Before recommending it, you should review the categories under 'Contributions' at http://codeigniter.com/wiki to see if you can identify any glaring holes.
