Karen, This might come up in your discussions with the consulting company, but EllisLab, the company that maintains CodeIgniter, sells a full CMS comparable to Drupal and Wordpress called ExpressionEngine (http://expressionengine.com), which is written in CodeIgniter (which is FOSS).
