It's hard for me to list just one because, ehm, I get over-geeky about this stuff. Coders need an excellent text-editor - and the best one IMHO is Sublime Text 2 (www.sublimetext.com). Oh, okay, I can't resist - I'm going to cheat and list a second: everyone needs to stop writing just CSS and complement it with SASS (syntactically awesome stylesheets) & Compass - http://sass-lang.com/.
