**Director, Projects and Systems** U.S. Government Printing Office Library Services and Content Management **Job Summary:** This position serves as the Director responsible for providing the strategic direction, management, and oversight of daily operations for all systems and services in support of LSCM. The Director is responsible for leading project teams in gathering, analyzing and documenting LSCM business requirements; modeling current and future state of business systems and processes; and converting business requirements into appropriate system development life cycle documents. **KEY REQUIREMENTS** •U.S. Citizenship is required. •Selectees must pass a drug test prior to appointment. •Selectees must pass a background check prior to appointment. •Relocation expenses are not authorized. •Males born after 12/03/59 must be registered for Selective Service -------------------------------------------------------------------------------- **DUTIES:** This position serves as the Director, Projects and Systems, responsible for providing the strategic direction, management, and oversight of the daily operations for all systems and services in support of Library Services & Content Management (LSCM). The Director will be responsible for leading project teams in gathering, analyzing and documenting LSCM business requirements; modeling current future state of business systems and processes and converting business requirements into appropriate system development lifecycle documents and performs the following: •Supervises the implementation, operation and administration of library information systems, telecommunications and multimedia services for the Library Services & Content Management staff. •Establishes guidelines and performance expectations for staff members, which are clearly communicated through the formal employee performance management system. •Develops work improvement plans, recommending personnel actions as necessary. •Contributes effectively to strategies and decisions with agency-wide implications regarding integrated systems, web enabled applications, and applications developments. •Manages LSCM's systems and application projects that are planned/developed/deployed using GPO-wide enterprise applications. •Serves as an expert in the organization, development and implementation of multiple technical projects and as a project manager of all IT procurements, service contracts etc. •Serves as a technical project manager, team leader, or chairperson for library working groups, task teams, committees, etc. responsible for specific system development or systems enhancement projects or tasks. •Initiates, establishes and maintains professional relationships with librarians, and other major national information services to accrue a broad range of technical information activities that require substantial depth of analysis in order to share resources and information. •Presents papers at conferences, seminars, or meetings in librarianship and other relevant fields. •Performs other duties as assigned. **You will be further evaluated on the following Knowledge, Skills, and Abilities (KSA) and/or Competencies required for the position:** •Knowledge of the theories, principles and techniques of library science as applied in acquisition applications, automated bibliographic authority and metadata record creation systems and related cataloging and technical service operations. •Skill in managing and supervising a large and diverse staff in a complex organization. •Knowledge of project management principles, methods, and techniques to work with clients in defining project scope, requirements, and deliverables that support client goals. •Knowledge of library information technology and standards related to the development and preservation of digital collections; harvesting of digital content; and the development of user-friendly public facing websites. •Knowledge of administrative activities, including strategic planning, and organizational design. •Ability to communicate effectively orally and in writing in order to communicate technical information.
