As primary liaison to the Government Printing office (GPO) CIO and the
National Archives and Records Administration (NARA) CIO, the PM is responsible
for the information systems portfolio to include defining requirements and
enhancements to information systems; supporting coordination of the
implementation of these systems that run on GPO and NARA networks; and is
responsible for operating systems, systems control and monitoring programs,
computer-based communication networks, database management systems, and other
high-level system analysis and consultation services throughout the OFR.

  
Ensures that IT systems function as intended and makes recommendations to the
Director and Managing Editor regarding needed actions. Leads in the
development of new applications of technology to unit activities and directs
the testing and implementation of new technology and automated processes
within OFR units.

  
Serves as a member on the NARA Architecture Review Board (ARB) to coordinate
OFR IT program activities with NARA's Enterprise Architecture (EA) and advises
OFR leaders when planning and evaluating the technical operations of the
Division. Promotes innovations that
enhance the mission of the OFR and coordinates those efforts with the NARA
CIO. Represents OFR as a senior manager on NARA-wide and GPO-wide IT
committees and teams.

  
Plans, assigns, directs, and evaluates the work of IS&T subordinate staff
assigned to the IS&T Unit on a permanent
basis. Takes necessary action to
accomplish various personnel functions relating to appointing staff, training,
promotions, reassignments, disciplinary actions, and resolving complaints.

  
Conducts planning, testing, and implementation of emergency procedures,
systems and facilities for promulgation of laws, regulations, and Presidential
documents. Plans and coordinates IT procedures and staffing needs to ensure
successful offsite telework and emergency production of related OFR
publications. Coordinates the testing of failover systems and emergency
production modes while maintaining normal production operations at OFR.
Ensures Federal standards regarding security administration, user
registration, facilities, Continuity of Operations Planning (COOP) and
business resumption plans within NARA.

  
Conducts regular evaluations of GPO and NARA service and provides necessary
input to enable the Director to hold the GPO and NARA accountable to its
statutory responsibilities for printing and distributing OFR print and online
publications; studies and recommends ways to improve the content and format of
the search tools, user aids, and printed finding aids publications.

  
QUALIFICATIONS REQUIRED:

GS-15 - Candidates must have had one (1) year of specialized experience
equivalent to at least the next lower grade level. Specialized experience is
experience that has equipped the applicant with the particular knowledge,
skills, and abilities (KSA's) to perform successfully the duties of the
position as described above, and that is typically in or related to the
position to be filled.

  
Examples of specialized experience for this grade level include:
project/program management of information systems; overseeing a technology
program; managing an information system quality assurance evaluation and
efficiency program; understanding and determining scope and impact of business
process problems; coordinating technical solutions to ensure the publication,
production, and access of information systems and associated technology
programs.
