Hi Karen,  I don't really have a particular model in mind, although I am
always struck by the efficiency and searchability of GIS data
clearinghouses where users submit a set of metadata that points to full
information sets.  Whatever the form, I think it should have a low
threshold for participation and be as self-service as possible.  Perhaps
others know of examples?
