I second HighCharts. I build an app in PHP using the Yii framework and the HighCharts plugin. I can send screenshots if you request them, but the app itself is password-protected.

Hey there. We have a dashboard at http://library.indstate.edu/dashboard/. I used HighCharts jquery charting library.

Super easy to use, and can be used with static or dynamic data.
