Yes, E-Matrix is somewhat more than notional/conceptual these days. It is also notionally open source, at least we have a GPLv2 licensed branch. The listing on the foss4lib site is based on some pretty old data; it's (mostly) implemented in Java. I can't speak too much to GoKB, either, but it's more of a shared service than something you install (although the code should be open source).
