Serves as an IT project manager and applications software development
specialist for the online public access catalog project. Develops and
interprets policies, procedures, and strategies governing the planning and
delivery of software applications. Provides expert technical advice, guidance,
and recommendations to management on critical software applications issues
relating to accepted standards based on published Government and international

Typical Duties include:

  * Providing technical advice, guidance, and recommendations to management on critical software applications issues relating to accepted standards based on published Government and international standards.
  * Applying guidance in analyzing, reviewing, and making recommendations concerning the technical feasibility of software applications' requirements and their suitability for integration within NARA's existing or planned enterprise architecture.
  * Planning and coordinating team efforts and serving as the software applications specialist in developing recommendations based on technical expertise.
  * Assessing needs for replacing or upgrading online public access catalog and related online public access catalog software versions to maintain existing software applications.
  * Reviewing technology applications and recommending changes in existing applications and/or identifying new directions and emphases that is necessary to solve NARA's software application needs and priorities.
  * Maintaining liaison with and assisting NARA offices during online public access catalog software application development projects approved by NARA's Investment Review Team (IRT).
  * Providing processes and procedures for software application design and development. Advising NARA offices regarding cost-effective technology utilization and the risks associated with design, development and implementation of online public access catalog-related software applications.
  * Preparing reports for both internal and external dissemination which document software applications alternatives and recommendations. Presenting findings within NARA and related communities.
QUALIFICATIONS REQUIRED:

  
GS-13 - Candidates must have had one (1) year of specialized experience
equivalent to at least the GS-12. Specialized experience is experience that
has equipped the applicant with the particular knowledge, skills, and
abilities (KSA's) to perform successfully the duties of the position as
described above, and that is typically in or related to the position to be
filled.

  
GS-14 - Candidates must have had one (1) year of specialized experience
equivalent to at least the GS-13. Specialized experience is experience that
has equipped the applicant with the particular knowledge, skills, and
abilities (KSA's) to perform successfully the duties of the position as
described above, and that is typically in or related to the position to be
filled.

  
Examples of specialized experience for these grade levels include such
activities as: developing and interpreting policies, procedures, and
strategies governing the planning and delivery of software applications
throughout the agency; providing technical advice, guidance, and
recommendations to management on critical software applications issues
relating to accepted standards based on published Government and international
standards; analyzing and reviewing, and making recommendations concerning the
technical feasibility of software applications requirements and their
suitability for integration with existing or planned enterprise architecture;
providing processes and procedures for software application design and
development; advising management regarding cost-effective technology
utilization and the risks associated with design, development and
implementation of software applications.
