For a number of years, White Box Linux [1][2] was supported by somebody from the Beauregard Parish Library in Louisiana. He was a very interesting guy who I met at ALA Annual in Chicago in 1999 or 2000. The project had a healthy run but was effectively replaced by the larger community effort of CentOS. I don't recall that it had anything particular to libraries in its design, rather I'm pointing it out just because it was developed by a library staff person (as you asked) and it struck a certain chord in the broader community at the time.
