"VM without a dedicated guest operating system" is a good way of putting it.

Docker is a flavor of "zone" or "container" or "jail" or "chroot" to use 
terminology from various operating system environments. Essentially 
you're running on the same underlying operating system, but your memory 
and process spaces are isolated from those of other containers.

The key difference between containers and true virtualization is that 
you don't have your own copy of an operating system - which means that 
you're limited to the underlying one - in the case of Docker, that's 
Linux. ("Zones" are a solaris term.  "Jail" is a BSD term.)
