That is the general feel I got, taking into account the idea that your tech will be in pieces after 3-5 years (at least ours is), it is less about a "need" and more about fiscal planing (if we don't replace on a regular schedule the money won't be there for it) .
We lease because the TCO is much lower at the volume we lease at, I highly recommend calling CDW-G, they focus on edu and government and are fantastic.
