The problem with "programs/departments" is that there are things that aren't under the umbrella of a single program/department. Where does "planetary science" go, for example, when it's a strange mix of Earth Sciences, Geography, and Astronomy? The other problem is that there are some very LARGE departments (civil engineering is 1/4 of a faculty, for example), which would benefit from multiple database subjects.
