Description of Work

The State Library of North Carolina is the principal library of state government, with a mission to build the capacity of all libraries in North Carolina and to provide access to specialized collections for its residents. The State Library is comprised of three major programs:  the Government and Heritage Library (GHL), the Library for the Blind and Physically Handicapped, and Library Development. The GHL provides services and information related to North Carolina government, history, demographics, statistics, and cultural heritage, including genealogy. It is the permanent repository for state agency publications and collects, preserves, and provides public access to current and historical state publications in print and digital formats. The GHL consists of two units, Content and Information Delivery (reference, access, education and outreach, and digital information management services), and Content Management and Access (cataloging, collection development, State Publications Clearinghouse, and acquisitions).

The State Library seeks an innovative, energetic leader to serve as the Head of Content and Information Delivery for the Government & Heritage Library. This position is an integral member of the GHL Management Team, providing leadership for the library's digital information management and preservation program; reference and research services; circulation and interlibrary loan services; and outreach and educational programs. Responsibilities of the position include:  Manages a staff of twelve and directly supervises the Reference Services Supervisor, six librarians, and a graphic designer. Oversees the library's public services and leads evaluation and revision of programs, practices, policies and procedures as needed to address changes in user needs and service delivery. Directs staff in digitization activities; building and managing digital library collections; developing content and managing access to NCpedia and other digital resources (e.g. NC Digital Collections, NC State Government Website Archives); researching, testing, and implementing systems and technologies for harvesting and archiving websites/social media and preserving digital assets; and planning and implementing digital preservation policies for state government. Works closely with staff throughout the State Library and the State Archives on collaborative projects and forms new collaborations with other institutions that share common goals. Evaluates library resources, tools, and systems; negotiates with vendors for services; and ensures compliance with contract requirements. Manages grant projects and leads cross-functional work teams. Assesses the impact of services on user communities and communicates the value of services via reports and presentations.

Participates in packing, unpacking, moving, shifting, and shelving library materials or boxes of library materials, so this position requires the ability to pick up a 40 lb box of materials to place it on a cart or hand truck to be moved. Works with special collection materials (e.g. 19th century books), so exposure to library collection materials containing dust or mold is likely.

Management prefers: Experience as a digital, web, instruction, outreach, or reference librarian in a special, public or academic library. Supervisory experience preferred, including recruiting, training, supervising, mentoring, coaching, and evaluating staff performance.

Knowledge, Skills and Abilities / Competencies

Qualified candidates must possess:

  *   Thorough knowledge and understanding of current practices, policies, and trends in library science and information services, including special libraries, public services, web services, library outreach and programming, or digital libraries.
  *   Thorough knowledge and understanding of digitization and digital preservation standards and practices including the OAIS model.
  *   Thorough knowledge and understanding of current trends in online and in-person reference services, library instruction (e.g. programs, webinars, tutorials), and outreach.
  *   Digital technology skills, including working knowledge of digital asset management systems (CONTENTdm), content management systems (Drupal, Wordpress), HTML, CSS, Javascript or other scripting languages.
  *   Skills in program, project, and budget planning, management, and evaluation. Skills in grant writing and grant management. Ability to manage multiple budgets.
  *   Ability to evaluate library resources, tools and systems, and negotiate with vendors for services.
  *   Ability to train and mentor staff in delivering reference services; conducting outreach and educational programming; performing digital library functions; leading work teams; and planning and managing projects.
  *   Ability to assess user needs, and plan and implement innovative projects to meet user needs.
  *   Ability to prepare and deliver reports and presentations illustrating the impact of library services and projects.
  *   Ability to communicate and collaborate effectively with staff throughout the State Library, state government, and external project partners.
  *   Strong customer service, collaboration, and diplomacy skills.
Minimum Education and Experience Requirements

Master's degree in library and information science or a related discipline and three years of professional librarian experience related to the area of assignment. Degree must be received from appropriately accredited (ALA) institutions or regionally accredited programs in North Carolina.
