DIRECTOR OF LIBRARY INFORMATION SYSTEMS, ONONDAGA COUNTY PUBLIC LIBRARY

Onondaga County Public Library System, located in Syracuse, NY, seeks a Director of Library Information Systems. This is an exempt position with excellent salary and benefits.



This is a management level position responsible for planning, directing and coordinating the information technology systems used in a library. This position combines the principles of librarianship with the technical abilities of information systems. The incumbent must possess thorough knowledge of information systems used in a library setting. General direction is received from the Library Director with considerable leeway for independent judgment concerning the administration of duties. General supervision is exercised over other staff.

MAJOR RESPONSIBILITIES



Planning: Establishes long-term needs for information systems, and plans strategy for developing systems and acquiring hardware to meet application needs Plans and coordinates technology operations and services of library branches; recommends library policy, services and changes for divisions supervised.



Management: Ensures confidentiality and reliability of organizational data, proprietary information, and intellectual property; ensures all library automation is compliant with library specific standards; coordinates activity with multiple vendors for optimum service to library public; reviews and assesses library contracts with vendors; writes annual report, grants, and prepares budget requests regarding information technology in the library; may consult with county Information Technology department and other community technology organizations on library automation planning.


Technology:  Keeps abreast of new developments in information systems technology, and anticipates organizational modifications; advises Library Director on areas of potential automation; confers with library managers and other library staff in defining the nature and scope of proposed automation projects; coordinates network design, service delivery, server maintenance, desktop services and integrated library system topologies.



Supervision of Staff: Assigns duties to department staff, supervises and coordinates projects and operations; coordinates activity of library staff engaged in the planning, design, development, budgeting and implementation of automated systems.



ESSENTIAL QUALIFICATIONS

A) Graduation from a regionally accredited or New York State registered college or university with a Master's Degree in computer science, information technology, library science, or a closely related field and three (3) years of professional level work experience, or its part-time equivalent in information technology administration or library science administration; or,

B) Graduation from a regionally accredited or New York State registered college or university with a Baccalaureate Degree in computer science, information technology, library science, or a closely related field and five (5) years of professional level work experience, or its part-time equivalent in information technology administration or library science administration.

Terms of Employment

The qualified candidate will be appointed provisionally and serve in this provisional position until a Civil Service examination is administered and an established eligible list is used to make a permanent appointment in accordance with Civil Service law.
