Yes, that's exactly right. The option is useful for students who don't otherwise have access to an OA repository. We have arranged to have all the options for deposit and embargo in the ProQuest interface streamlined. In my case, I go to all the formatting workshops for graduate students and explain copyright and open access to them, so it's made clear what the options are. I definitely suggest reaching out to your graduate school administrators on this to ensure students get the best information. Hi Heather, I think that fee ($30 or something?) is to have the thesis included in the Proquest OA site - not the institutions. Students should not have to pay anything to Proquest to deposit in your IR. At a previous institution, we had Proquest add a checkbox to the submission process that would record whether the student wanted to deposit in our IR - if I'm remembering correctly, we had Proquest remove their OA option.
