Hi Heather, We simply don't require our students to submit their theses to the ProQuest collection. I've never understood why we'd want to. Well, no: I could understand it for an institution that didn't have its own repository. But if you've got a repository, what even do you get out of ProQuest's deal? Just get the students to submit their thesis to your own repository and cut ProQuest out entirely. The downside: the thesis isn't included in ProQuest's databases. The upside: the thesis is included in every single other search engine in the entire world, and freely available both to subscribers *and* non-subscribers of ProQuest. (Disclaimer: my institution is one such non-subscriber. Also I'm a giant open access fan, and un-fan of Big Vendors profiting off our content.) I have experienced one publisher asking for a fee. It was a European journal. We don't have a budget for this, nor would I want to spend money on it. But it does happen. CCC cannot grant perpetual rights for an IR, but sometimes they can helpfully point you in the direction of the actual copyright holder. I have been able to get permission that way. (We tell students not to pay the ProQuest OA fee for their theses).
