The Electronic Resources Librarian provides leadership, knowledge, and operational management in a team-based environment for license negotiation & acquisition, access, and technical support of all electronic resources.  As a library member in the Interlibrary Loan & Acquisitions (ILLAS) unit of the Resource Acquisitions & Discovery (RAD) program, the Electronic Resources Librarian takes a leadership role toward unit goals and seeks to uphold service, system standards, and best practices that ensure high quality patron access to electronic resources and discovery of library collections.  

The Electronic Resources Librarian serves as the Hesburgh Libraries' primary contact with the University’s General Counsel regarding resource licensing and interpretation, ensuring license terms align with evolving service needs and campus requirements. This position coordinates the work of two Serials and Electronic Resource Associates by developing and implementing sustainable workflows and serving as a resource for guidance. The Electronic Resources Librarian works closely with the ILLAS unit Head to execute collection development decisions and collaborates with the Collections Data Analyst to actively support collection assessment. The Electronic Resources Librarian exhibits leadership in how best to provide reliable access in our diverse and evolving discovery landscape, which includes library management systems, knowledge bases, discovery systems, central authentication services, EZProxy, and access options which support a diverse collection.

This Librarian upholds the values of the division, which include a commitment to innovation, team-based operations, project management, and continuous improvement. 

Primary Responsibilities:


Review and negotiate license agreements to reach favorable terms, including complex negotiations for data sets, APIs, and other emerging library resources.


Provide support for inquiries related to interpretation of license terms.


Provide training and support in the management for all areas of the electronic resources lifecycle.


Advise on principles of data collection, analysis, and reporting.



Oversee electronic resources support service and establish proactive approaches to mitigate electronic access issues.


Manage authentication protocols, including maintenance of proxy configuration files, and collaborate with members of Discovery and Access Systems regarding best approaches for authentication.


In coordination with Discovery and Access Systems, participates in the management and administration of the link resolver.



Work collaboratively with stakeholders to effectively integrate electronic resource tools and services into the larger discovery ecosystem.


Contribute to the development and implementation of local workflows and documentation to support the management of electronic resources, including the proper maintenance of license records.


Monitor trends and best practices related to electronic resource access, discoverability, data harvesting, usage analysis, and preservation to enhance library services.


Participate in assessment of the performance of the unit and development of improvement plans.


Work collaboratively with the Electronic Resources Metadata and Discovery Librarian to ensure the accuracy of the discovery index, knowledge bases, and link resolver holdings.


As a Library Faculty member in RAD, serves as a leader in support of unit to library-wide goals.


 

Required Qualifications, Skills and Experience:


MLS degree from ALA-accredited program or non-U.S. equivalent.


Experience supporting the electronic resources lifecycle. 


Ability to take a leadership role in group activities.


Knowledge of systems that support electronic resource management, access, and discovery.


Commitment to the Libraries’ values.


Excellent oral, written, and interpersonal communication skills.


Evidence of project and time management skills and demonstrated ability to set priorities in a time-sensitive environment.
