We make heavy use of OwnCloud, which is implemented widely at SFU. It’s basically like a locally-hosted Dropbox, and you can securely share files and folders with non-users. I would look to your central IT department to see if they have any agreements for cloud providers for the specific type of data you are thinking might be included.
