Job Summary

Under general supervision, plans, implements, evaluates, supports and maintains the library's technology operations to fulfill the organization's technology goals and priorities for library services. The position coordinates the involvement of technology vendors, County IT, and Wyoming State Library in technology projects to ensure proper design and operability of patron and staff technology. Develops technology procedures and support to ensure access to the full range of library technology and resources for public use and staff operation.

Primary Duties and Responsibilities

The job description is subject to change at any time by the employer. Essential duties and responsibilities may include, but are not limited to, the following:

Works with library management team, and the County IT Manager when appropriate, to identify technology needs and establish organizational technology priorities; develops and manages work plans to ensure the long- and short- range needs and priorities are met; manages multiple concurrently assigned projects, including management of assigned staff, budgetary and technology resources; o meet these goals; proposes technology enhancements and improvements for public and staff use looking at library trends.
Works with library technology vendors on the design, acquisition, implementation, operation, and support of technology that is specific to the library to include computers, laptops, computer and print management systems, self-check systems, and advanced or customized catalog and circulation functions; coordinates involvement of County IT, vendors, and the Wyoming State Library to ensure operability with network infrastructure.
Performs troubleshooting as required. Installs, modifies, and maintains system and application software on server computer systems.
Provides guidance to staff and management team on the implementation and use of information technology by analyzing user needs, evaluating solution options, developing in-house systems and services, and operating as a support resource to staff.
Sets reporting requirements and ensures statistics are gathered to evaluate technology operability; evaluates technology services based on patron and staff input; documents procedures and standards to improve operations and patron access, balanced with security and patron privacy.
Creates equipment maintenance and upgrade schedule documents and ensures these schedules are followed; performs or delegates maintenance and upgrades as appropriate; supervises the library's integration of State library consortium upgrades, new releases to the shared integrated library system (ILS) catalog and circulation features to better promote the use and circulation of library materials and databases.
Hires, trains, supervises, and evaluates library technology staff; assigns work, delegates tasks, and provides training for staff to successfully fulfill assignments and responsibilities.

Minimum Qualifications

Education and Experience:
Bachelor’s degree in Information Technology, Computer Science, or Library Information Science; AND four (4) years of experience in information technology, preferably working with library technology, and two (2) years of supervisory experience; OR an equivalent combination of education, training, and experience.
Required Licenses and Certifications:

Required Knowledge of:

Library technology and library services.
Public library functions.
Network security procedures and protocols.
Website development methods and practices.
Library principles, procedures, and service philosophies.
Customer services principles, practices, and etiquette.
Networks, servers, and data back-up.
Supervisory principles and practices.

Required Skills in:

Developing and implementing effective training materials.
Providing effective supervision, leadership, and direction to assigned staff.
Developing and implementing policies and procedures.
Troubleshooting and resolving hardware and software issues.
Developing productive collaborations with other library teams and outside organizations.
Identifying and addressing the training needs of staff.
Managing simultaneous complex projects and balancing workloads.
Interacting tactfully and professionally with County staff, outside agencies, and the public.
Communicating clearly both verbally and in writing.
Establishing and maintaining effective working relationships.

Physical Demands/Work Environment:

Work is primarily performed indoors in a standard office environment.
Work may include off hours during evenings and weekends.
