A Progressive Web App (PWA) may be the way to go, no App stores needed and much faster development time.  Perl or PHP could be used to parse the XML and have the data inserted into a SQL database (MySQL would be my choice) .  jQuery, Javascript, and AJAX could query a backend database using boolean.
