*Primary Purpose of the Position:*
The primary purpose of this position is to manage, direct, and oversee the
resources, operations, personnel, programs, and activities of the Digital
Services Section in all areas of responsibility. The Section Manager
oversees the purchase of storage technologies, as well as software
purchases used by the section and division.  It collaborates closely with
the Government Records Section Supervisor on the development of guidance
documents and training materials for state and local government employees
in the effective management of electronic public records.  It collaborates
closely with the State Library staff on the development of the resources
and tools for the digital repository and online digital collections. The
Section Manager also serves as a representative or liaison for the Division
of Archives and Records at the state and national conferences and workshops.

*Key Responsibilities: *


   - Manages all programs, resources, personnel, and activities of the
   section.  Establishes policies and procedures and the allocation of staff
   and other resources for the operation of the program. Develops and
   coordinates budgetary needs for section operations in conjunction with
   division administration.
   - Serves with other members of the Division of Archives and Records'
   management team. Helps develop long-range plans; coordinates division-wide
   activities; and cooperates to achieve division goals.
   - Directs the digital repository security, operations, and maintenance;
   manages subscription services and software use; and devises policies and
   procedures for use of resources and tools.
   - Oversees and directs section staff that work with records analysts,
   records officers, and division staff to appraise electronic records and
   digital files for long-term or permanent value and transfer to the
   Division; and stays current with trends and strategies for ensuring
   long-term accessibility and preservation of information.
   - Oversees staff that provide consulting services concerning the
   establishment and maintenance of electronic public records and digital
   private collections.
   - Oversees and directs staff to provide access to division materials,
   including indexing, cataloging, and scanning of materials; management and
   maintenance of division website and social media tools; management of the
   online digital collection tools and addition to these tools; and controls
   of the mater authority file and metadata standards for access and
   preservation. Oversees and directs staff regarding the implementation of
   these tools.
   - Oversees and directs staff responsible for the preservation of
   electronic records and digital assets. Oversees staff in the development of
   transfer mechanisms, metadata extraction, and normalization of files for
   the permanent preservation of these files.
   - Represents division on departmental and statewide committees and
   functions, as well on professional organizations to promote the effective
   and efficient management and preservation of electronic records.  Develops
   educational resources for government officials on these subjects.
   - Ability to write and execute best practices and guidance documents
   regarding technology and records management tools and software.
   - Ability to interpret and apply thorough knowledge of concepts of fair
   use, intellectual property rights, copyright law, and state and federal
   public records laws
   - Ability to establish relationships with other employees, public, and
   outside entities, as well as communicating effectively orally and in writing

*Division Description:*
*The vision of the Division of Archives and Records* is to be a national
leader in providing quality guidance on information stewardship in North
Carolina and in creating simplified and integrated access to authentic
information. The State Archives of North Carolina's mission is to collect,
preserve, manage, and provide access to information that protects citizen
rights, documents North Carolina history and culture, promotes
transparency, and encourages stewardship of government records.

*The Digital Services Section*
The primary purpose of the Digital Services Section (DSS) is to provide
access to and preservation of the division's archival digital files and
electronic records. The section works across the division to identify
collections of archival materials to digitize and make available via the
division's online collections. Additionally, the section works to ensure
the reliable and authentic transfer of digital files and electronic records
from donors and government agencies. In this role, the section develops and
implements a digital repository that serves all division digital assets.
The section is also responsible for the research and development of
policies and standards for the transfer requirements of digital files, as
well as implementation of preservation actions for electronic records and
digital assets received by the division. The section engages key
stakeholders in the division, department, and state and local government
with regards to electronic records.

*KNOWLEDGE, SKILLS AND ABILITIES / COMPETENCIES:*

*Qualified candidates must have or be able to do: *

   1. Demonstrated experience in digital repository environment or with
   tools and technologies that facilitate harvesting, collecting, managing,
   describing, preserving, or accessing electronic records.
   2. Demonstrated experience in planning, developing, implementing, and
   evaluating projects and programs, as well as establishing timeframes for
   completion.
   3. Demonstrated experience in supervision of staff, volunteer programs,
   or interns.
   4. Demonstrated knowledge of metadata standards, such as LOC subject
   terms/Dublin Core, and content management systems, such as CONTENTdm.
   5. Must be able to lift 50 lbs.

*Management preferences:*
Minimum five years' experience maintaining digital materials in a
repository environment.

*MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:*

*Master's *degree in history, public history, library and information
science, or a related discipline from an appropriately accredited
institution and *five years of progressive experience in archives and/or
records management*; or an equivalent combination of education and
experience.
