We've occasionally hired a programmer to develop extra functionality for existing (open source) software. I've always known them by reputation so haven't had to do a search for someone. I'd definitely agree with what others have said about needing to maintain the software. So as part of the original job it's really important to get them to thoroughly document what they've done - it'll make it easier for them to come back to it later, and even more so if they're not available later and you have to call on someone else to maintain it. And stepping back to the very start: you'll want to be very clear about your requirements for the software (both what things you want it to do and why ie what specifically you're attempting to achieve with each thing) and you'll then want to have a list of tests to perform to make sure it does what you want. Be really detailed in your communication - don't ever assume that of course they'll know what you're talking about. Similarly if you're ever not 100% sure you've understood what they're saying then ask. Sometimes it's a good idea to clarify even if you do think you understand, because library folk and programmers speak different languages and words sometimes mean something different than you thought.
