I just created a test Gmail account and didn't have to provide a cellphone number or backup email account. Maybe the patron is trying to be too specific with his username? They need to get a new email but Gmail, Yahoo won't proceed to register their new email username without a cell phone #. I read reddit posts, Googled results and there were no solutions which worked.
