Perhaps someone who's got a real current connection to Code4Lib Journal (Carol 
Bean as last editor, maybe?) could get it indexed in Paperity?  Worth a shot.

I don't know what to make of the "I confirm that I am a lawful representative of 
the journal and I have full legal capacity to apply for its inclusion in
