This position will be filled at either the IT Project Manager 1/2 level, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.
The Research Library (https://www.lanl.gov/library/) seeks an Agile Delivery Lead to support the group in meeting its strategic goals, help facilitate continuous improvement, and provide servant leadership to Agile teams. We support the Laboratory's paramount mission to solve national security challenges through scientific excellence by delivering essential knowledge services. The value of these services depends on our ability to both make intentional decisions about where to invest resources and then to effectively execute elected projects, functions for which this role is instrumental.
The Agile Delivery Lead directly supports several Research Library development teams, helping to increase their effectiveness by removing impediments, fostering transparency, promoting their self-management, and driving continuous improvement. At the level of the group, the role also facilitates participatory decision making on and elaboration of strategic investment ideas, by serving as an impartial steward and process owner for our portfolio management framework. The Agile Delivery Lead is a leader and change agent for the organization, championing how we work and why, facilitating the ongoing renovation of our strategic goals, and helping to guide other complementary Agile organizational transformation efforts, in collaboration with Research Library senior managers.
Reporting to the Deputy Group Leader for Technology Strategy and Services, the Agile Delivery Lead will join a diverse and experienced group of nearly 30 technical specialists, library professionals, software developers, project managers, system administrators, and computer scientists. The Research Library leads in its contributions to open standards in the digital library and scholarly communications communities, and we are likewise engaged participants in the research library and special science library communities of practice.

IT Project Manager 1: ($72,800 to $115,500)
At the IT Project Manager 1 level, the role will serve as a Scrum Master for several Research Library development teams as well as facilitate group-wide portfolio management processes. As a Scrum Master, this will entail enabling the capacity and performance of development teams by strengthening Agile practice in context, facilitating cooperation across all roles and functions, mediating external demands, keeping teams organized and on track, and supporting continuous delivery. As the portfolio management facilitator, this will entail facilitating portfolio synchronization meetings and reviews, configuring appropriate supporting tooling, maintaining artifact templates, documenting processes and roles, developing and reporting metrics for tuning, and providing mentoring on both process and substance for candidate investment ideas.
IT Project Manager 2: ($87,200- $142,500)
In addition to what was outlined at the lower level, at this level the role will serve as an organizational champion and subject matter expert for Agile. This will entail exercising greater leadership with respect to organizational change initiatives, assuming greater responsibility for facilitating the timely evolution of Research Library strategic goals, and advocating for and supporting Agile ways of working within and beyond the group.

Facilitation and Coaching – Demonstrated ability to facilitate effective discussion and learning sessions, with creative engagement techniques, using tailored aids, and supported by organizational awareness and appropriate assessment activities. Demonstrated ability to provide effective coaching, mentorship, and training, in support of continuous individual and organizational growth.
Agile Expertise – Demonstrated knowledge and successful application of Agile best practices and frameworks (e.g., Scrum, Kanban).
Collaboration and Communication – Demonstrated ability to work both independently and collaboratively in a dynamic, team-based environment. Demonstrated record of success in developing and maintaining strong working relationships with colleagues, stakeholder partners, and customers. Excellent verbal and written communication, listening, and presentation skills.
Project Management – Demonstrated knowledge of traditional project management principles and practices. Demonstrated proficiency with tools for (Agile and otherwise) project management, communication, collaboration, and reporting (e.g., Atlassian Product Suite, Google Workspace, Microsoft Teams, etc.).
Software Development Process – Demonstrated knowledge of software development methodologies, tools, and processes.
Learning and Adaptability – Demonstrated ability to learn and apply new technologies and processes quickly. Openness to suggesting and adopting new approaches to improve work effectiveness and efficiency.
Additional Job Requirements for IT Project Manager 2:
Agile Leadership – At least three years having served as a lead for an Agile organizational transformation effort (e.g., introducing Agile to an organization with little to no prior experience) or providing Agile coaching to executive leadership.
Education/Experience at lower level: Position requires a Bachelor's Degree in a related field and 2 years of experience; or, an equivalent combination of education and experience directly related to the occupation.
Education/Experience at higher level: Position requires a Bachelor's Degree in a related field and 4 years of experience; or, an equivalent combination of education and experience directly related to the occupation.
Desired Qualifications:
Certifications related to the Scrum Master role.
Certifications related to facilitation or IT project management.
Demonstrated experience creating training materials and conducting training sessions.
Demonstrated experience supporting hybrid onsite and remote development teams.
Demonstrated experience supporting Agile for cultural heritage, research, or scholarly communications missions.
Demonstrated familiarity with DOE/NNSA Laboratories research and development mission areas.
A degree in a STEM field.
Location: This position will be located in Los Alamos, NM.

Clearance: Q (Position will be cleared to this level).
