Charles,
Check all the top level bookmarks folders. Firefox doesn't replace the default bookmarks that exist in a new install with the bookmarks you are importing. Instead, it merges them into the "bookmarks menu" subfolder. IOW, it only appears on the surface that nothing happened, and if you want the same exact layout as before, you will have to move some things around.
