I went through a few of these cheap adapters when I got my Samsung Galaxy S21 in 2021 (Still using it, works great!) to try and utilize the Samsung Dex feature. Out of the ones I tried, most would not charge my Samsung while in use, despite saying they would. One of them (just a C to Aux converter with power input) would show as if the phone was charging the adapter. All of them would get hot and processing was slow.
I found out later that Samsung is particular about the connection bits, and I would imagine there would be similar issues with other brands of mobile devices as more move to the single-C-port design. Maybe it's gotten better in the last few years, but I'm personally skeptical.
A Roku Express stick is $20 at Target/Walmart, you might save money on not buying multiple adapters to test and that may or may not work for a given device. For a streaming stick, all you would have to do is connect both stick and mobile device to the same hotspot to allow them to talk to each other - for me, most streaming apps on Android seem to have casting to a screen built-in. I might also recommend Roku, since Roku isn't beholden to a specific streaming service and offers some free streaming content natively. The Roku Express also works in any old tv with a HDMI port. Others might have more insight into Chromecast capabilities and if it might be better as lendable tech.

We loan out hotspots for free at the library.
It motivated me to think if patrons could simply connect their Android cell
to a TV with an HDMI slot?
Not sure the difference between a smart TV and a TV with an HDMI slot but
even older TVs with just an HDMI slot would seem to work?

might be better to get an HMDI + C connector + power adapter set up as your
cell battery may deplete as you're streaming a movie or bowl game.

Has anyone used these adapters or found better solutions for those who lack
