For free Photoshop-like capabilities, I have used and recommended Photopea (
photopea.com) for years without issue. You can use it entirely within the
browser, so there's no software to download/install (although there is the
option to install an app). You can also use it to create/edit PDFs, but
YMMV depending on what you're trying to edit and whether the originating
PDF file has "flattened" text vs. editable text layers, but that's not
specific to Photopea. Since it's similar to Photoshop, there is more of a
learning curve to it than something like Canva, which is more user-friendly
to beginners and hobbyists.
