Maybe Youtube and MS support are not making the distinction between Web and Desktop clients (?). I've run into similar feature-mismatch with other MS Office apps.
FWIW, Using "New Outlook" DESKTOP client, after clicking the gear, I can readily see the options under "Accounts".
When using the WEB client, for "New Outlook", though, I'm unable to find the setting under the gear, nor following the Microsoft support link, below. However, the "Calendar" section lets me add a separate Google Calendar account, for syncing.
Presumably you would think it would be possible to use "Classic Outlook" for the sake of initially adding the account and then revert to "New Outlook" and retain connectivity to all the added accounts. However, from earlier comments, I'm gathering it's not feasible that way. I have not tested that yet and confess that I personally don't use multiple accounts in Outlook.
