This is indeed a very interesting thing.
If the goal is for administration to be distributed, there needs to be a
user story where a remote instance can query an instance for either (a) the
configuration needed to build a (sub)set (so the remote instance can
download the items from the source(s)) OR (b) the items in the set (so that
the remote instance can download the items from this instance). Which you
opt for having a big influence on the kind of community you're trying to
build.
