As with most (all?) social communication apps it depends on the 
community that uses it. I have found that it is heavily used in some 
European countries for messaging but not for voice calls, because their 
cell telcos charge for messages but phone calls are unlimited. I don't 
find that "ordinary" people I am in contact with abroad use Signal. So 
it's probably not either/or, but will depend on who you are 
communicating with.
