ASSOCIATE UNIVERSITY LIBRARIAN FOR COLLECTIONS AND SCHOLARLY COMMUNICATION

The Simon Fraser University Library is seeking a dynamic, experienced and
innovative librarian who will serve as a key member of its administrative
management team and provide strategic leadership in the areas of collection
services and scholarly communication.

SETTING

Simon Fraser University (SFU) is a comprehensive university with approximately
22,000 undergraduate students, 5000 graduate students, 950 faculty and 1500
staff. Ranked by respected national surveys as one of Canada's top three
comprehensive universities for the past 20 years, Simon Fraser University has
also been named one of British Columbia's top 40 Employers for 2011, as well
as one of Canada's top 100 employers. SFU offers more than 100 undergraduate
major and joint major programs and more than 45 graduate offerings, spanning
many disciplines in eight faculties, and has an international reputation for
its innovative interdisciplinary and professional programs. The University was
established in 1965 in Burnaby. The Burnaby campus is adjacent to a new urban
village, called UniverCity. The Vancouver and Surrey campuses -- established
in 1989 and 2002 respectively -- are expanding in terms of enrolments and
academic programs. SFU is integrally involved in the life of all three of its
campus communities, including participation in a range of urban renewal and

The SFU Library is dedicated to providing access to collections, services and
facilities of the highest possible quality in support of the University's
learning, research and community engagement goals. The SFU Library is a member
of the Canadian Association of Research Libraries, Canadian Research Knowledge
Network, Center for Research Libraries, Coalition for Networked Information,
Council of Prairie and Pacific University Libraries, International Federation
of Library Associations and Scholarly Publishing and Resources Coalition. The
Library is internationally known for the development of cutting-edge software
such as reSearcher. The Library is widely recognized for providing excellent
in-person and online user services, including an award-winning liaison
librarian program. The Library values its role in supporting collaborative
engagements, exemplified by its service as administrative host for both the BC
Electronic Library Network and the Public Knowledge Project, as well its role
as one of five publishing centres within the CFI funded Synergies project.

The Library consists of a main facility at the heart of the Burnaby campus -
the WAC Bennett Library -

which holds over 2 million items. The Library also includes facilities at
SFU's Vancouver and Surrey campuses. There are 138 FTE positions in the
Library including 41 librarians (Faculty Association), 82 support staff
(CUPE), 15 administrative and professional staff (APSA) and many part-time
student positions. The Library participates in co-operative ventures with area
libraries and museums as well as libraries in research institutions across
Canada.

SFU Library staff are collaborative, innovative, resourceful and energetic. A
high value is placed on active cooperation with other campus units. Within the
Library, planning and project-based initiatives often cross divisional
boundaries. The Library Planning Committee (Dean, AULs, Division Heads) is
responsible for advising the Dean on budget, personnel and external matters.
The Library Council (Dean, AULs, Division/Unit Heads, seven library staff
representatives) advises on other matters. There are few standing committees,
with cross-divisional task groups typically planning and guiding specific

ROLE AND RESPONSIBILITIES

The Associate University Librarian for Collections and Scholarly Communication
serves on the Dean of Library Services' senior staff and exercises Library-
wide leadership, management, policy and planning responsibility in the areas
of collection services and scholarly communication. The AUL for Collections
and Scholarly Communication is responsible for preparation and oversight of
the library collections budget, communicating library collections and
scholarly publishing matters to library staff and to the university community
including the Senate Library Committee, individual faculty members, and
administrators. The AUL serves in a leadership role within the Library and the
University in promoting awareness of scholarly communication issues in the
broadest sense and as they relate directly to Library programs and services.

This position requires proven organizational, communication and leadership
skills coupled with an ability to manage in an ever changing environment. The
successful candidate will have experience with collection management in a
university library setting, budget management, and a deep and nuanced
understanding of current scholarly publishing issues. Must also have a
demonstrated commitment to and success in consultative and joint management
and teamwork, and must have the ability to achieve consensus among differing
legitimate viewpoints. Familiarity with licensing and negotiations for
electronic resources, and management of electronic resources is also
essential.

The SFU Library has just concluded a strategic planning process involving
extensive community consultation. The Library Strategic Plan 2011-2016
identifies six strategic directions and nineteen goals and objectives. Several
of the Library's strategic goals and objectives relate to and require the
engagement of the Library collections and scholarly communications programs.
The AUL for Collections and Scholarly Communication will serve in a leadership
role with respect to achieving strategic goals and implementing initiatives
related to collection development and scholarly communication support.

Specific responsibilities in Collections:

• provides oversight for management of Library collections in all formats

• manages the Library collections budget ($9million annually)

• develops policies and programs to match collections and access to user needs

• in close consultation with the Head of Special Collections and liaison
librarians, develops an integrated collection development policy for general
and special collections

• directs, advises and evaluates the collections work of liaison librarians in
their subject areas

• advises and coordinates with campus library heads on collections matters in
their branches

• provides leadership in planning related to the management of legacy print
collections

• represents the Library to publishers, wholesalers, and other suppliers of
library collections, and manages these business relationships on behalf of the
Library

• works with SFU Purchasing to follow procurement guidelines for establishing
substantial new contracts, as required

Specific responsibilities in Scholarly Communication:

• provides leadership for the Library's scholarly communications programming

• coordinates campus events, discussions and workshops, such as Open Access
Week

• provides oversight for Summit (SFU's institutional repository)

• oversees the scholarly digitization fund

• oversees the thesis advising function

• serves as Library point person on copyright issues

• coordinates continuing education opportunities for SFU librarians related to
scholarly publishing

• administers the SFU open access publishing fund

• initiates new projects and programs to advance sustainable academic
publishing and foster an understanding across SFU of related issues such as
copyright, open access, and publisher pricing practices.

• coordinates with the AUL Technology Services and Special Collections on
support for SFU Library scholarly communication initiatives and planning for
local digitization projects

Other specific responsibilities:

• manages collections program staff in the Collections Management unit,
Serials and Acquisitions division, and Theses Assistance unit (3 FTE
librarians and 16 FTE library assistants)

• with the AUL Learning and Research Services, provides overall leadership for
the liaison librarian program and facilitates liaison librarian teams for
collections and scholarly publishing.

• represents the Library to local, regional, national and international groups
and forums for the purpose of developing collections and promoting sustainable
scholarly communication

• represents the Library on campus committees related to curriculum and
library collections

• may serve as acting Dean of Library Services in the Dean's absence

QUALIFICATIONS

This position requires proven organizational, communication and leadership
skills coupled with an ability to manage in an ever changing environment. The
successful candidate will have the ability to encourage and support
professional growth among all staff members.

Required:

• graduate degree in library/information science from an ALA accredited
program or equivalent

• deep understanding of research collection-building as it relates to a
university's mission

• extensive knowledge of and a record of demonstrated accomplishment in
collection development and management, including 7 years of progressive
experience

• demonstrated ability to manage, allocate, and monitor collections and
departmental budgets

• experience in evaluation and assessment methods and their application to
collection development

• experience in developing programs, events, and activities that inform
faculty and students, library staff and others about collection management and
scholarly communication issues and that provide for broad discussion and input
on library‐university actions

• deep knowledge of trends in scholarly communication

• knowledge of Canadian copyright regime

• demonstrated commitment to and success in consultative and joint management
and teamwork, as well as the ability to achieve consensus among differing
legitimate viewpoints

• excellent communication skills, both oral and written

• superior interpersonal and intercultural skills

• demonstrated success in achieving innovative change

Desired:

• graduate degree in a research field

TERMS OF APPOINTMENT

This is a full-time, continuing position. Appointment will be made at the
Associate University Librarian rank in accordance with SFU Policy AD 12.
