Have you looked into the Alma Print Daemon? It has really simplified our printing with Alma.

Prior to that we used a generic email account to collect the print jobs from Alma and a couple simple Outlook rules to print the letters to specific local printers (since we are using legacy printers without email addresses). Not ideal, but it worked well enough.

I am sorry to say that my AEM server and my print server are both running Windows Server 2019, so if your issue is related, you aren't likely to see a resolution.
